Draft Concept of Operations Feedback Analysis Report
1 Introduction
The Draft Concept of Operations: Relating to the introduction of a personally controlled electronic health record (PCEHR) system (ConOps) document was developed to provide a high level description of how the PCEHR System would operate. The document was developed and refined with input from consumers, healthcare providers, the information and communication technologies (ICT) industry, and Government organisations. The draft ConOps was released for public comment on 12 April 2011. Following the public consultation process, the submissions received were reviewed to identify key themes and issues raised during this process.
Purpose of this report
The purpose of this report is to:- Summarise the process used for the analysis of the submissions
- Undertake a high level analysis of the key themes and points of interest from all submitted responses
- Provide an overview of the finalisation of the ConOps document and the development of the PCEHR System
- Set out the PCEHR Program position in relation to each of the key themes identified
This report is the outcome of the review and analysis of the submissions. This report makes no comment on the appropriateness of the submissions or the appropriateness of the information contained within the submissions but aims to highlight the key themes of the submissions received and to provide information about the potential next steps.
Overview of submissions
At the time of closure, a total of 165 submissions were received as part of the public consultation and feedback process. Several of the entities that provided submissions were professional associations that represented numerous other organisations.Overall the submissions received were supportive of the PCEHR’s vision and concept. Some questions seeking clarification were received, and many of the respondents were interested in or wished to contribute to details relating to the implementation of the PCEHR.
Stakeholder Groups
For the purposes of this report, four groupings of key stakeholders were identified based on the individuals and entities who responded. These groups are described in the table below:| Group | Description |

| ICT Industry Associations and Vendors | All submissions received from ICT industry associations, ICT vendors, and individuals who work in or are associated with the ICT industry |
