1.4 Structure of the Supplementary Annexure
The information in this Supplementary Annexure builds on the discussions of the First Report with two objectives:
- to set out the evidence base that informed our thinking and recommendations; and
- to expand on how sustainable change can be achieved for better patient care.
In Section Two, we review the available literature on the use of performance targets generally, and specifically on issues affecting access to emergency and elective surgery.
In Section Three, we review the findings from our consultation process, including written submissions, consultation forums and consumer research.
Section Four identifies possible strategies to achieve whole-of-hospital redesign and includes Australian case studies of best-practice and innovative approaches that could be adapted for use.
In Section Five, we examine possible safety and quality performance indicators to ensure other aspects of patient care are not compromised by pursuit of the targets.
Section Six provides a communication framework to support engagement with the targets, particularly from clinicians and the public.
