Expert Panel - Review of Elective Surgery and Emergency Access Targets under the National Partnership Agreement on Improving Public Hospital Services: Supplementary Annexure
Section 1: Introduction to the Supplementary Annexure
At the 13 February 2011 meeting of the Council of Australian Governments, the Commonwealth and all state and territory governments signed a Heads of Agreement on National Health Reform and the National Partnership Agreement on Improving Public Hospital Services (the National Partnership Agreement). Under these agreements, the Expert Panel (the Panel) has been established to provide advice on the implementation of elective surgery and emergency access targets and incentives.
On 30 June 2011, we, the Panel, presented our First Report to the Council of Australian Governments, outlining our deliberations and making 15 recommendations relating to implementation of the proposed emergency access and elective surgery targets. We also undertook to provide a Supplementary Annexure providing detail and analysis of the evidence we considered to support our deliberations, as well as strategies to inform implementation of the targets.
The Supplementary Annexure presented here fulfils these objectives and, we believe, forms a valuable tool to help guide governments, health services and clinicians as they implement the performance targets.
